This three-volume set provides a comprehensive overview of the 12 Plans issued by the Commission since its establishment. Over the course of around the first pages of the first volume of this three-volume work, nine explanatory chapters describe the context surrounding the plans, including the determinants and constraints of economic development, the principles of economic planning, the human and natural resources of India, problems and issues of India's development efforts, the institutional framework for economic planning in India, achievements of the Five Year Plans, the planning experience, economic reforms carried out in different sectors since , and future prospects and challenges.

The remainder of the set is primarily devoted to the presentation of sector-wise summaries and edited extracts from each of the Five Year Plans under the headings: agriculture and rural development; industrial policy and public sector; mineral resources; electricity and other renewable energy sources; urban development and housing; transport and communications; employment and labor welfare; health, family planning, and nutrition; education, training, and skill development; science and technology; social welfare; and balanced regional development.

Following the presentation of this material, sector-wise time-series data on the Indian economy is presented from onwards.
